There's a show in production for HBO called "Stillwater" that is supposed to be set in Stillwater, MN. I'm not sure when it will air, but it's about an ex-NYC cop who moves to Minnesota. Colin Farrell is attached to it in some context.
I agree with much of this. I think AMERICAN HUSTLE was a third-rate Scrosese film that was going up against an actual, very good Scorsese film in THE WOLF OF WALL STREET.
You nail it on the actors-playing-dress-up bit--it was 2013's costume-caper film, for sure.
