Franklin isn't going to FSU. The reason USC is a possibility is because Franklin wants to win a national championship. Like, really, really, really wants to win a national championship and he's not getting the financial support from the University that he wants. He wants better facilities, higher salaries for assistants, and an increased recruiting budget, and the university isn't giving it all to him. His own salary is way down the list of things he wants. He looks at schools like Northwestern and Duke that have recently significantly upgraded their football facilities, yet PSU is more interested in improving the facilities of the tennis and volleyball program than they are the football program.
PSU is also in the second toughest division in the sport, consistently winning the PAC-12 would be much easier at USC than winning the Big 10 is at PSU. And recruiting is a big factor as well. He will have a much better recruiting territory at USC than he does at PSU. Pennsylvania's talent has been terrible recently compared to 10-15 years ago.
