I really like Phil Steele's annual college football preview content, but I would say he is way off on these two rankings. I know that Iowa has a relatively soft schedule this year, but they still have the same level of incompetence at OC. As for Wisc, I don't think Fickell has all the pieces to completely run his system this year, but I heard Steele on a radio program and he is a Fickell fan.
