Presumably Ohio State hangs on to win and their win over TCU is the best non-conference victory in the B1G, but I would argue for our win over Fresno State in the 2nd slot.

Maryland’s win over Texas is arguable after Texas just routed USC.

Here is the lay out by team of each NC Win:

Minnesota: NMSU, Fresno St., Miami OH
Northwestern: NONE
Purdue: NONE
Nebraska: NONE
Wisconsin: WKU, New Mexico
Illinois: Kent St, W. Illinois
Iowa: Northern Illinois, Iowa St, Northern Iowa

Ohio St: Oregon St, TCU
Indiana: Florida Int., Virginia, Ball St
Penn St: App St., Pitt, Kent St.
Maryland: Texas, BGSU
Michigan: WMU, SMU
Michigan St: Utah St
Rutgers: Texas St.

I’d say Ohio State over TCU looks to be the best Win. I’d say Minnesota over Fresno St is probably next (homer bias), Maryland over Texas and Iowa over Iowa St. are next in line

Iowa St is a good football team but has had a tough schedule so far with one game being canceled, a rivalry game vs Iowa to start their season and a Big 12 game vs a CFB playoff contender in Oklahoma.

Keep in mind, UCLA might be trash.

Fresno St might be better than Iowa St and Texas, but most national experts would probably still consider all three of those Big 12 teams to be better than Fresno St.

We're discussing the best NC win thus far, not the best season. It's a very valid win in this discussion.

Now this makes our win far more credible. Perhaps Maryland's win is 3rd.
You just reversed yourself completely. You can't highlight a NC win and then say a loss has to be ignored. By your own logic, Minnesota's win then can't be made more credible by a Fresno win over UCLA. By that logic, "good wins over good opponents" aren't good wins, just upsets.
