The article said a couple times that it would only happen once to the B10. If I read it right the policy is that once during the 4-year BCS cycle the Rose Bowl would have to take a non-BCS team if the B10 or P10 sent a team to the NC.

A couple of things were not clear to me though. Take this scenario:
2010 - USC goes to NC
2011 - OSU goes to NC
2012 - USC goes to NC

1. Is it one non-BCS invite per conference or one invite per 4-year rotation?
2. What if no non-BCS team is eligible in 2010? Does that nullify the obligation or do they have to invite one in 2011 (and 2012 depending on the answer to #1.)
 


Stupid rule. But the BCS is bracing itself for an all-out attack by the Non-BCS schools.

BCS Bowl line-up 2013
Rose Bowl: North Dakota State (11-1) vs. Ohio State (10-2)
Sugar Bowl: Florida (11-2) vs. Northern Illinois (12-0)
Orange Bowl: Wake Forest (8-5) vs. New Mexico (11-1)
Fiesta Bowl: Texas (11-2) vs. Rice (12-1) Rematch of the 64-3 Texas win erlier that year in Austin
National Championship: U Conn (12-0) vs. USC (11-1)
 

This will happen over the cold, dead bodies of Jim Delany, the Televen, the PX, and the Tournament of Roses Committee.
