Per ESPN:

The NCAA is tweaking how block/charge calls are made in men's basketball.

The NCAA Playing Rules Oversight Panel approved rule changes on Thursday that require a defender to be in position to draw a charge at the time the offensive player plants a foot to go airborne for a shot. If the defender arrives after the player has planted a foot, officials have been instructed to call a block when there's contact.

Defenders had to be in position to draw a charge before the offensive player went airborne under previous rules.

Maybe makes it harder to draw a charge but, it still comes down to the individual referee. Some guys call charges for anybody who flops. Some guys are not calling a charge under any circumstances. Yes, there are some guys who are good but not many.
AND, yes, it is a tough call to make. The new rule should make it easier for the referee.

At the basket where charges are most often called...guys go off a two foot jump stop quite a bit. Probably no difference in that case?

Euro step is going to continue to be a brain teaser each time. Referee in his head: "Wait now, was that traveling? Um, no... I don't think so. Oh shit, I probably shoulda called a foul there."
