Slightly deceptive headline, implies colleges will pay them. This allows them to be paid for their image and likeness not get cash for playing sports. And it doesn't take effect until 2023. The NCAA has rattled the sword about CA teams being ineligible, although that is not likely to happen. It forces the issue on the NCAA. It's now their move. The unintended consequence, of course, is that the competitively rich will get richer. More donors able to hire their athletes for ads. More TV exposure so people really making a business decision can get involved, etc.

If California passes that law and the NCAA doesn't I would say that California schools cannot qualify for a national title. The playing field would not be level. In the end, all this would do would make college athletics more expensive. If players want to get paid to play then go pro, skip college and be done with it. Just allow those who want to go pro to do so- no freshman rule or whatever. Problem solved. Leave it to California to make more laws forcing people and organizations to pay more for things- thus increasing the price of products to consumers. College scholarships should be enough compensation for playing a sport.
