Europe Basketball question

As we all know, there are a number of both Men and Women playing professional basketball in Europe. How does that work?
1) Are the players drafted like the NBA is here?
2) Do they have scouts watching players here?
3) Are there different leagues over there meaning different talent levels?
 

Don't some of the European leagues have limits on how many Americans they can have on their rosters? (I think they do in volleyball - not sure about basketball)

1- No, it's a free market system. All of the big European clubs have youth academies though.
2- Yes, but I think they rely more on agents/contacts to sign players out of college
3- Yes, almost every European country has their own league and they vary wildly in levels of talent, money, infrastructure, etc.
 

Not surprisingly, the basketball leagues in Europe is structured much like soccer.

Different levels in each country with promotion and relegation. The top teams on the continent (and Israel) compete for the Champions League title throughout the year.
