If you don't have a handful of Freshmen playing a role each year I would question development or recruiting. Kids are graduating early to enroll. I would guess there are fewer 5th year guys playing than 10 years ago. Some Freshmen have to play out of necessity. There are still some positions where you want upperclassmen playing an starting.

Couple things wrong with this post.

Firstly - playing time is not the same thing as starting. That should be an easy one.
Second - no one is saying "promise" here. But it could very well be the case that part of PJ's pitch to these higher level kids to get them to come to a place like Minnesota is something along the lines of "we're on the rise, we want to win the Big Ten, and we need your help ... and earlier than later! You will absolutely have the chance to compete for significant playing time, early!"
