Pretty sure he was referring to Bucky Badger.

While I agree with the Bucky sentiment, I think I have to give ugliest mascot in the Big Ten to Penn State. The mascot costume looks like very little effort was put into it...

That is very true. It is like a cheap Halloween costume. While I don't like Bucky, at least he is a character, not just a guy dressed up in a lion costume like Penn State.
