    Why couldn't they? Netflix can pay Comcast to be their exclusive streaming video provider and Comcast can block other competitors. Or charge extra to access anyone else, which most people won't pay. The competitors die off. If we really could take our business elsewhere this wouldn't happen, because a competitor to Comcast would come in and steal all of their pissed of customers. But most of us can't take our business elsewhere. We only have one cable line coming into our homes.

    I'm not sure about outright blocking, but they were definitely starting down the 'fast lane/slow lane' path which is what prompted these rules.
