It appears that California leads the way in where you'd want to pluck a starting QB out of for college. Former Cali HS QBs have the most starters in the NFL in 2017.

Four states account for half of the starting QBs in the NFL:

Jared Goff, Los Angeles Rams – Marin Catholic (Kentfield)

Looking at the % of US Population x 32 for each of the 4 states, the # of starting QBs from each of the 4 states should be:

CA - 3.89
TX - 2.76
OH - 1.15
VA - .83
 

...and look at private school over public school QB's.
 

Note that the article is dated Sept 7 and as such lists Bradford as the Vikings starter. But we know now that Keenum is the starter, which boosts Texas to 5.

With such a small sample size and large population, this is probably not even statistically significant
