Will parking pass purchases be an annual on-line event?

Would one assume that the Gopher points system will be re-tallyed each year and thereby determine the order whereby parking passes are purchased? Since parking lots are slated by be razed for future buildings and or decommissioned for different uses the parking situation will would have to remain fluid from year to year.

I was told by the gopher points office you will only go down in parking value if you fail to donate the certain level of money.

I picked the 4th street ramp even though I will end up donating $1500 this year ($500 for my seats and $1000 for the "M" club room), they told me if I didn't give $1000 next year I would probably end up parking in St. Paul.
