So what happens?
Player gets an offer...are papers then given to him? If not when are the papers given to him?
Player gets an offer...later decides against it...does he call the coach?
Player gets an offer such as Tyrone Carter...when did he find out that he couldn't sign with Florida, how did that work?
Player at last moment decides he wants to come to Minnesota but hasn't talked to the coaches recently. Can he call the coaches to get the necessary papers to sign?
 

They get offers in writing, but nothing is binding until tomorrow. Keep in mind that nothing needs to happen tomorrow; it is just the earliest that players can make it official.

What happens is that the official papers (financial aid forms, NCAA clearance, etc.) were sent Fed-Ex and probably arrived yesterday or today. Every school that has an outstanding offer to a kid will send a packet. The kid then chooses the papers of the school he wants and signs them. Parents also sign them. The papers are then faxed to the school. Once the papers are signed, it is official and the kid cannot go back on his decision.

Bad part is the school can choose to not honor their commitment. They are obligated to nothing.
