Like "The Bank", are they now serving beer? Or do I have to pregame at Stub's before hand?

No beer - have you tried the Fulton IPA at Stub's?

They are serving beer, but only to the elite and not to the general public.

That was a rule change made earlier this year by the legislature (and subsequently by the Board of Regents). The public was duped into believing the changes of significance were something different.
