Yes, but it is only based on games played so far. The glut of bad teams at the end should straighten it out.
And good teams can't play themselves, which holds down their SOS.

No way. Gophs only have to play Illinois and Wisconsin once each. Of the teams in the top half I believe only Purdue has to play everyone twice.
OSU and MSU only play once
