That's the wrong way to build the conference's RPI, because it encourages teams to schedule a bunch of crappy teams in order to win as many non-conference games as possible. That could actually WEAKEN the conference's RPI.
The right way to do it is the way it's done in the Missouri Valley Conference, where teams are encouraged to schedule as many non-conference games against teams that rank among the top 150 in the RPI. I'm not sure if this is still in place, but at one point teams who scheduled too many games against weak opponents wouldn't receive their full share of the previous year's NCAA Tournament revenues from the conference office. So, it's similar to what C-USA is attempting to do by offering financial incentives, but The Valley is smarter because games against patsies don't really improve RPI, they can actually hurt it.
