Actually, it's got some interesting observations (but a bit, uh, long-winded) and worth a bookmark to check out from time to time.
What will be telling is if the author keeps at it. I've seen a lot of these come and then sit there without an entry for several days, then weeks, then months. But bookmarks are free and can always be deleted. ;)

The student section is littered with physical spam (pamphlets) from this crap blog every game, it's a bit annoying. This board needs a rule which prohibits the advertising / promotion / etc of external websites.

But simply posting a comment and a link (even if the OP were the author which I'll accept he's not) isn't that big of a deal. Nothing compels anyone to click on the link.
Besides, where would you draw the line? Aren't some of the posts that announce "news" with links the same as advertising/promotion of external links?
IMO (and it's only opinion) GH doesn't need a rule such as this simply because it's not awash with promos.

I will say, keeping a blog going for 2+ years is not exactly easy. Much props to his "friend" if he keeps it up.
